I heard a/c contractors complaining that a 16 seer unit is to high of an efficiency to reach for a tax credit. Maybe I'm wrong here but I didn't think because you "efficiently" cooled your butt shouldn't really qualify you for anything. Last time I checked cooling was still an option on cars and considered a luxury in most countries. Police forces are preparing for civil upheaval all across the country and these guys just dont get it!
