Well a boiler has three numbers ... Input, DOE output and IBR output.
The input # is simple. amount of energy put into the boiler. The DOE rating is the one the Mfg. use to get the AFUE or eff. rating. The IBR number is the smallest of these and presumes pipe loses due to being in a basement or piping to rads that will lose heat to area other than the living area.
