Where is this located?
Which leads into, are most of the buildings in your area foundation walls cement blocks? Here, they pour then all.
Finally, is mesh or re-bar now layed over your tubing, or is the slab poured as is?

The job is in a western suburb of Minneapolis. We will see jobs that are build in sandy areas (such as this one) usually having block foundations. Of course it is the owner/contractor who has the preference. We still see some wood foundations here and there.
Wire mesh would be the option of the contractor, most would just be poured as is.
