Indirect and expansion tank

This is a community water supply type property. They do have pressure reducing valves in each home. How can I tell if that has gone bad ? There doesn't seem to be higher pressure at the faucets. I won't know until tomorrow if turning the temp down has worked or not.
Why would the pressure tank go on the cold side ? If the tank is only blowing off after it heats up, wouldn't it go on the hot side ?

Indirect and expansion tank
I went to look at a leaking tank today and found a Top Performer leaking from the relief valve after the boiler started. I looked at the aquastat and found the temp setting at 140 degrees. I turned it down to 120 before I left.
My questions...this tank has been in for 2 years and this is the first issue with a leaking relief. I did put a new relief on it thinking this was the problem but it leaks as well. Should I put an expansion tank on the hot water side ? And why would this start to show now after 2 years ? Will setting the aquastat lower settle the problem ?

Two bandaides
did not work. The new tp valve leaked, not the problem. Lowering the temp did not work, not the cause.
You need to look and see what changed. Did they switch water suppliers? Did the supplier add a back flow meter at the street?
Keep thinking.

expansion tank goes on the cold -put a pressure gauge on the water line with the tattle-tale --leave it overnight and see where it goes to - the relief is pressure and temperature --0 -
they have pressure reducing valves,well if these are not a by-pass type valve when the water is not in use you have a closed system --and anytime you heat water in a closed system you need an expansion tank (why now after 2 years//don't know)but the answer is somewhere at your site - --expansion on the cold Why? the correct and concise reason --someone else will have to answer, (but thats where they belong)0
