Another Hartford Loop Question

THE purpose of a hartford loop is to protect the boiler & insure that it has water in case of a burst or leaking condensate return line. the 2 " level gives you the most water & protection without disrupting the steam operating procedure. hartford insurance would not issue an insurance policy on a boiler without this unique piping arrangement.

Another Hartford Loop Question
We have a project in which we designed a steam-to-steam boiler to generate clean steam for humidification. It is piped up as a classic one-pipe system (with a two pipe arrangement). We called for a Hartford loop at the boiler. The contractor installed the condensate return in the loop around 4" below the boiler water line instead of the 2" called for. Will this have any determental effects?
Because this is a steam-to-steam boiler, the source steam modulates to maintain output pressure, so there is no end-of-cyle as with a gas- or oil-fired boiler.
