Venting/flue

Looked at a job today with 2 boilers 1 burnham steamer and one carrier boiler. They share a common flue, but the carrier has a fan inducer on it. I did not think that was legal but the carrier book does not have anything in it in fact their install guide talks about a common vent? The little blades on the boiler where spinning freely when neither boiler was firing and when the steamer fired the fan blades really went. sucking all the heat off the boiler.
