periodic electrical buzzing noise

Heat Transfer Products Electric Water Heater makes periodic electrical buzzing sound, lasting @ two minutes. Contractors say they can't do anything until they hear the noise themselves. Electrician checked for loose wiring and found none. What could be causing the periodic electrical buzzing sound? Is it dangerous? What should be the next step?
