Should a driveway that is being melted actually steam, or is that just too many btu's in those loops?

That's OK Tim...
You have to get the driveway warm enough to melt the snow, and if it is cool enough outside, it is normal to see evaporation. Kinda hard to control a slab temp and keep at right at 33 degrees F :-)
I believe it's called vapor pressure...
MEIt's not so much a case of "You got what you paid for", as it is a matter of "You DIDN'T get what you DIDN'T pay for, and you're NOT going to get what you thought you were in the way of comfort". Borrowed from Heatboy.0 -
Steam is good. Never had a complaint on a steaming snowmelt. That means it's working well.
