Its forced air? There might be dampers on the ducts at or near the furnace. Talk to the lanlord just shutting flow can overheat the exchanger.

Uneven heating throughout home
I moved into a rental home recently, and the heating in the house is very uneven. I can fell hardly any air coming out of the master bedroom vent, but lots of air coming out of a hallway vent (which happens to be right underneath the thermostat). Is there a way to plug the vents to force air to the bedrooms farthest from the furnace?0 -
Thermostat location
In addition to Mark information the thermostat is placed on wrong spot (vent is right underneath the thermostat) Hot air from vent affects the thermostat. The thermostat should install in an area where it can sense average temperature of the house. Nick0 -
vents
That should be a return under the thermostat, and i would check and replace the air filter. Being a rental, call the lanlord and they can call for service. peace0
