Joist space Heating

I have been asked to critique an installation in Maine where the contractor installed the tubing in a concrete slab then added 1.5" sleepers(with a full 1.5" air gap), 3/4" subfloor than the 3/4" wood flooring. The first problem came up when the moisture in the slab cause the wood flooring to swell requiring the removal and replacement after the addition of a concrete sealer. When the sleepers were reinstalled a leak developed in one of the circuits. The contractor is proposing to open only a small strip along the wall and slip new tubing into the joist cavity on top of the slab.
Has anyone heard of this being an acceptable method of "joist heating"?
Any thoughts and comments would be appreciated.

It does not sound like an approved method to me, you cannot
hold tubing in place so it will move all over the place. I would not be enthuised.0
