So those.....

are indirect coils in some kind of air cabinet then. Never seen coils like that.

I did work in an old mansion once that had pin type indirect radiators in wooden cabinets in the basement with wood ducts to the rooms above.

It was a large very ornate place and this must have been a high end heating system in it's day.
