Fresh air make up?

We are finishing off a basement, Customer wants to seal off the boiler room from interior & use exterior fresh air make up venting. What is the rule of thumb? existing a oil fired 155K boiler.

When communicating to the outdoors through horizontal ducts , in a building of tight construction, 1 square inch per 5,000 BTU. ( Air from outside building.)
When taking air from inside the building, two permanent openings, one starting 12 inches from top (ceiling) and one 12 inches from the floor. Each opening shall have a minimum free area of 1 square inch per one thousand Btu input.0 -
For Oil?
That's correct for gas-fired appliances. Is it the same for oil-fired appliances? I don't deal with oil, so I'm asking honestly.0
