Energy Star and heat pumps

Why are geothermal heat pumps in the water to water division NOT Energy Star rated? There are 2 testing standards, one for the DX coil, forced air versions which are Energy Star rated and one for the water to water versions which are not? The COP's on the WW are higher than the forced air, just seems strange.
