comercial hot water

I have been asked to see what options are available in replacing an old domestic hot water system for a 20 house project. The manager asked for a more efficient way of making hot water. I was just curiouse which approach you guys would approach this project. Using a mod-con boiler(s) and "reverse indirects" (like ergomax), multiple tankless units (if so should there be storage?), modulating hot water heaters like the lochinvar 98% direct fire mod con hwh, or any other thoughts.
There is a rather substantial run for the recirc line since these units are not connected and some of the pipes run under ground.
Would the multiple tankless units be effective in a large volume, long recirc line type of job?
The budget is not unlimited however. (when is it ever!).So for right now solar is not practical on the money side of the equation. . But who knows what the future would hold.
Just curious what your experiences have shown you.

I like the ModCons and Reverse Indirects.
Either one large R/I with multiple mod cons so it can modulate to the real time loads, or, one modcon per R/I.
Listening to the Knight's we have out there modulating to the varying DHW loads is like listening to a symphony..Sweet music.

Reverse Indirects
I agree with Mark, A mod/con like a knight with an Turbomax is a great pair. You can size the turbomax with a chart they provide. Just make sure you install a thermostatic mixing valve!
