There is one on the RPA website in the member section under software downloads that I developed when I worked for the RPA. It will calculate heating and snowmelt fuel costs.
It is a Microsoft Excel template that estimates the comparative annual fuel cost for various utilities. It will allow you to input your design heat loss information and/or snow melt information, system efficiency, and local fuel costs. It includes links to annual Heating Degree Days information and an Annual Output Chart for snow melt applications.
