Pipe insulation.

Is everyone insulating their pipes as per International Energy Conservation Code?

I had an inspector fail a contractor because his boiler pipe had no insulation on it. Contractor did not have insulation in quote. Customer had in job spec that everthing be done as per local code.

Now what.

In NJ com. & res. From what i read in the book. Should be any state that adopted the energy conservation code
