Will these radiant plates work?

I've been asked to complete a radiant job someone got frustrated and left. The HO bought a package of parts from the internet. These plates came in the box. They are not tight to the pipe. I've always used plates that are put up first and then we snap the pipe into them for a good heat transfer connection. I'm wondering if this sort of plate is going to work. The floor above is one inch thick T&G pine.
