I don't know about the fins but you can buy enclosure less elements.

Does anyone know of a mfr of add on fins.A customer of mine is in need of these.

Add On Fin Solution

There is a solution to this problem.  Its called Fin Clamp and you can find it by searching for fin clamp baseboard element in any major search engine.  It just clips on the outside of exposed copper.  check it out
