Seer Requirements for LEED Ceritified Houses

Does anyone know the seer requirement for residential split air conditioners when a homeowner or contracter is trying to achieve LEED Certification.

It depends...
You knew that was coming, didn't you?
As you probably know, LEED is a tiered system with the minimum prerequisite being either ASHRAE 90.1 or your state energy code, whichever is more stringent. From there you get points for increments in performance above that. For example, it starts at 13.0 SEER just to be considered. 14.0 will get you one point toward your certification goal and 15.0 will get you two points.
The degree of SEER required for each tier is affected by your climate zone. The above is for climate zones 4-8 which is pretty broad.
As stated, this is but one facet of an overall strategy. Just do not fall short in the prerequisite categories and lose your other efforts.
