there is not much to fail on a 1-pipe valve. it can be repacked, if leaking from the top. it should never be turned off, even if new, as it will probably trap condensate. if you wish to turn the radiator off, just get a hoffman vent for it, and turn it upside down.

I need to replace several 1 1/4 angle steam radiator valves on a one-pipe system (c. 1929). Living in the southeast, few retailers exist. Can anyone suggest a recommended brand and/or source for ordering?0 -
