Adding hydronic underfloor to hydronic baseboard rad system

We're doing a 260-sqft kitchen addition and plan to use a pre-made subfloor "sandwich" that has aluminum fins and channels for PEX as the heat source. Can this system be put on the same zone as the baseboards on the same floor? I don't want to make a really tiny zone that will contribute to boiler short-cycling, but I'm worried about the temperature difference between baseboards and in-floor heat and how that could possibly be managed within a zone.
What should I do?
