t-stat on 3rd floor [1 pipe steam] 1st floor dont get enough heat...pressure set @ .5 to 1.5 psi...can it be a venting problem?

most likely.
If you want to see, swap vents from upstairs to downstairs, and vice versa.
But could also be a heatloss problem. If the house isn't tight, the stack effect allows the warm air to rise and exit through cracks and crevices on the higher floors. Infiltration of cold air into the first floor replaces it, cooling the lower floors.
If all radiators heat at the same time and heat all the way, its heat loss. If radiators fail to heat properly, its more likely a venting issue.Terry T
