I do the same thing to the LGB, which is the easiest boiler out there to do this with. It already has the two stage combi gas valve. WM tells you how to do this staging for hot water applications but not for steam.
I guess they don't mention it for steam because its possible that the low firing rate might be low enough that air could reenter the system causing uneven heating under some circumstances. I readjust the PV where necessary so that steam pressure holds steady, rather than dropping. Haven't had a problem with heat distribution this way.
Perhaps they don't want to make too many assumptions about the average installers' commitment to making such observations and adjustments.Terry T
