New meters tend to be more accurate and therefor read higher usage.
This, I hope, will compel the owner to tighten up on energy usage, if they haven't already.

Condensate Meter Replacement
I have a large customer that gets steam for heating from a central municipal steam plant. The steam usage is billed based on condensate (everyone calls it the "steam meter") recently the utility replaced the meter and the owner says the usage is much more. Has anyone out there seen this before? Is it possible that the new meter is reading more accurately?
I know that water meters "slow down" when they get old and when replaced the actual usage is more, of course increasing revenue.
