Exterior of boiler eroding?

The outside of my American Standard steam heat boiler has turned black, is bubbled & peeling in a large area above where the motor is attached. It almost looks as if it is burning through. What can be the cause of this? Is there a gasket between where the steel plate meets the casing? One of the bolts is missing that attaches the steel plate to the casing. Could this be part of the problem? When the burner is running I don't see any signs of light radiating through. I would still like to replace the bolt & retighten it. Are the bolts "screwed" in or do they have nuts on them?

Check the flue passages and chimney
Last time I came across this, the boiler was plugged solid with caked up soot.
I cleaned the boiler and it worked fine afterwards.
