Viega actuators

Does any one know how to get a viega actuator to work properly? We used the basic radiant control and 3 way mixing valves to supply some radiant heating. When the heat gets up tp temp the actuator closes and wont reopen the mixing valve to let the system stay up to temp. What am i missing?
