staging steam boilers

I am looking at a job that is an apartment building with one large steam boiler. Does it make any sense to replace it with two steam boilers? With only one boiler firing will all of the radiators heat properly? I usually work on large homes and have never considered two boilers for steam. I know that an undersized boiler will not heat all of the radiators properly. Will this save energy? is it worth it?

If prperly controled and set it will save energy. THe factor is size of system and cost of 2 boilers and related piping verse one large boiler, possibly even one with two stage firing. Whats the fuel and whats the total EDR? The two boilers fire to fill the system then one fires to maintain pressure.Cost is what you spend , value is what you get.
