looked @ an old moline vapor/vacuum system today. existing
boiler Weil Mcalin H-6. system works well acording to home owner. boiler is leaking and needs replacing. question-
should replacement boiler be piped with hartford loop?

It needs a vaporstat, a boiler sized much smaller than typical boiler sizing (maximum about 80% of radiation), the boiler can be sized to current building load if the radiator valves are operational for balancing, and find the end of the condensor pipe and put alot of air venting there.
You may also want to try a steamer with a modulating burner with a proportional thermostat or step fired gas train tied to a multistage thermostat....could be a real sweet set up.
