Radiant pipe spacing and attachment

We have a Green Build affordable housing project that we are using a hanging system for the first time. The framing is on 24" centers and the heating system is at 12". We are using 1/2Pex. That is OK with the Pacific Northwest Winters but the contractor installed the pex on each side of the joist. So the spacing is really something like 3" then 21". Will the air space warm evenly with the odd spacing and will the fact that the pex is nailed to the joist and not the bottom of the floor be a problem? The joist was easy to attach to, should I have them change it?
