no easy way. 1) New system for them. 2) Steam zone valves one for you one for them (costly and inefficient. 3) And the biggest bang for you dollar proper venting. Someone that understands steam heat can vent the system radiators and piping so that every room will be the same/close temp throughout the house.

    What kind of control?

If the issue is a difference of opinion on what's a comfortable thermostat setting, there's no easy way.

If the problem is the other apartment is regularly cooler than the thermostat setting, you can change the venting of the radiators to provide a better balance. If the other apartment is regularly too warm, you can try smaller vents or also install thermostatic radiator vents.

Put a thermostat that cannot be tampered with in the cooler of the two apartments after confirming that your mains are well vented. Put slower venting vents and/or TRVs in the warmer apartment.
