boiler noises

what would cause a gas boiler to make crackling/popping noises while heating-water temp is below 180-pressure is 15psi-if I throttle down the gas shut off valve it is a little quieter-system has been flushed and purged-don't know what the gas pressure is(0.5 psi by supplier?)

how old is the boiler?
could it be low flow/no flow/ scaled heat exchanger?
that noise snap,crackle,popping is it boiling? YES, MUST GET IT FIXED ASAP BEFORE ITS TOO LATE.0
