old system acting oddly

I have been working on the burner of this old two pipe system. I have notice from a cold start to steaming is approximately 10-15 min. After the piping warms up the burner
cycles on for 20 to 30 seconds. Then steams 25 to 35 seconds then burner fires again.
I was thinking of down firing it. Also noticed condensate was coming back cool 75f or so. Heating system is basically one large air handler with a couple of radiators.The boiler is controlled directly from the thermostat. The t-stat cycles the fan also.
Currently is fired at 1.2M BTU. I was thinking down firing to 800,000 BTU. Any thoughts would be helpful.

More info would be helpful. What is the connected load in EDR? What kind of thermostat, how is it wired, e.g. TT or relay, etc. Photos would help.0 -
And I would add
that its necessary to know if all the radiators and air coil are fully heated when this happens. If everything is steaming hot, then I guess you could consider downfiring.
If everything is Not hot, (which is likely considering the short duration of time you are talking about) then I think you have a venting problem. If air can't escape fast enough, then pressure will build to compress the air in the system. Check for missing main vents, return vents, vented receiver, float and thermostatic traps or clogged strainers.Terry T
