Is it a bladder type expansion tank? I'm guessing you may have a bad make-up water regulating valve. What is the system pressure when the boiler is firing and when it is not firing?

Boiler Leaking - And Leaking, And Leaking
I have a Weil McClain gas boiler of less than ten years old. It is in the basement, and heats three radiators on my first floor and three on my second.
After working perfectly last year (the year I bought the house) when it was first turned on this year, the radiators on the top floor weren't filling properly.
So my plumber installed a new expansion tank.
And then the boiler started leaking.
It looks like the leak is coming from the pressure relief valve. So we installed a new one and replaced the expansion tank for the second time. And also, a new piece (unsure of the name) in the pipes above the boiler - it is somehow connected to the pressure relief valve, and looks almost like a bell.
It's still leaking out the pressure relief valve.
What could it be? I am really at wits end. Please help.

Sounds like automatic fill valve is stuck open. Try shutting off and lowering pressure in system to 12-15 psi. let it go for a few hours and see what happens. If the relief valve does not blow off, then you found problem. Also, does your boiler have a domestic hot water coil in it? There could be a hole in it allowing fresh water to enter boiler that way.
If relief valve opens with auto feed off, then i would isolate hot water cool, and try again.
