The real unfortunate thing is that the set up probably runs most of the winter. Most car wash snow/ice melt systems operate based on OSA. When it gets below 40 degrees, its off and running. And with the modutrol, the appliance spends the majority of its time operating with extreme excess air (due to burner modulation) which causes it to have an efficiency around 40 to 50%.
If you really want to save them operating cost, replace it with a good modcon boiler.

This is a snow melt system for a car wash. It's the first one I've worked on. The Raypak boiler had a honeywell valve of some sort after the gas valve V5155A2407.0 -

on the jacketing behind the gas valve. Often this indicated the HX is getting plugged and the fins need to be cleaned out, ( a messy , toxic, job wear a respirator) With out mixing and return protection that boiler probably spends some time in the condensing mode.
They also suck all the chemical fumes, soap, etc from the room. adding to the coil HX concerns.
A good, well sealed mod con would do wonders for that job. A simple air stat in the bay can reduce run time if a snow and ice sensor is not n option.
