sounds like the ice cube relay in the control is opening up the valve but not bringing on the circ. when the second valve opens it works correctly turns on the pump. try switching the ice cubes. if the second zone has the problem replace the cube. hope this helps.

Troubleshoot a Zone Valve, Please Help.
Please help troubleshoot a distribution problem:
Symptoms.
1.Zone 1 Thermostat calls for heat. TACO control shows light on for zone 1 thermostat, but light for zone valve does not come on. Water is not moving in system.
2. Turn on a second zone thermostat. TACO control shows
both second zone thermostat and valve on and that zone works
fine.
3. Once the second zone thermostat is turned on, the original #1 zone works in conjunction, the zone valve light
comes on, and water moves through zone 1.
What would cause the non working zone to begin to work, only
when a second zone is turned on? Is it in the transformer for the zone valve or the zone valve? Or the TACO controller?

Ice cube relay
Would the failed relay also cause the "valve" light on the TACO control for that zone not not light unless another zone activated first?0
