Steam vents

On a job today one pipe steam two of the 12 radiator don't get hot. I noticed that they had vents that looked like they could be plugs in the top end of the radiator. With 50 coats of paint on them all I could make out was " No. 2". Do these screw into a tapping or what? What should I replace them with? Thanks, Harvey
