STEAM BOILER WONT SHUT DOWN

A LOCAL CONTRACTOR ASKED ME TO LOOK AT A STEAM BOILER. PROBLEM IS THAT IT RUNS WITH NO CALL FOR HEAT. HE HAD THE EMERGENCY SWITCH SHUT OFF. AS SOON AS HE TURNED IT ON THE BOILER FIRED. THE PRESSURETROL WAS SET AT ABOUT 3 TO 4 LBS. I HAD HIM BACK IT OFF TO 1 LB. THE BOILER SHUT DOWN. 1 MINUTE LATER IT FIRED UP AGAIN. WHY WOULD THE BOILER COME ON WITH NO CALL FOR HEAT. AND WITH THE PRESSURETROL SET AT 1 LB, AND THE BOILER PRESSURE UP AROUND 7 LBS IT STILL FIRED. I'M BAFFLED
