Honeywell VaporStat question

I purchased a Honeywell L408J1009 vaporstat to go with a new Slant/Fin Galaxy GXHA-160 boiler. While waiting for a new set of Hoffman vents, I tested the vaporstat in accordance with the Honeywell instructions that state the switch contacts can be made to make/break by adjusting the cutout pressure above & below the cut-in pressure and putting an ohmeter across the switch contacts. This does not appear to work, and a second unit purchased from the plumbing store did not work either. If I physically blow (gently) on the NPT fitting, I can easily make the contacts make and break which implies the Vapstat is functionally working. Can anyone shed some light on this.? Are the Honeywell instructions incorrect? Could not get an answer from Honeywell as of yet. I am ordering a 0 - 3psi gauge from the gaugestore.
Since the max. operating psi rating of the vaporstat is only one psi, what is the best way to skim the boiler, given that the Slantfin instructions call for running the boiler at around 5 psi?

skimming pressure
while skimming there is almost no pressure in the system as the fire is low or intermittant and a large port is open to the atmosphere.
make sure the vaporstat and gauge [on the same pipe] are on a level higher than the elevated skimming level so the pressure of the higher waterline doesn't cut the burner.

I am ohming the correct contacts, I am sure of that as confirmed by the fact that I can cause the switch contacts to break/make by gently blowing into the npt fitting. I suspect the honeywell instructions are incorrect and am trying to find out if anyone has encountered this issue.
