Painted Over Air Vents on Radiator

I had my apt painted over the summer, and my painter painted the radiators and the air vents. He used latex paint. Can I still use the air vent if I can peel away the paint and expose the hole in the vent? Or do I need to replace them?

painters mistake
try a pin in the vent hole but don't stick it in more than a fraction of an inch--nbc0
