Lowest water temp for Slant Finn

In a house that has a mix of Slant Finn baseboard (copper)and
small cast iron radiators, what is the lowest water temp that can be used to get a decent output from the radiation? This would be with a mod/con boiler. Also for the radiator zone would it pay to install mixing valve to limit radiator temp?
