Good point about the exposed fins but there is still work to be done so no one will be using these rooms.

It depends on the heat output you need.
The output is significantly reduced when the cool air is not directed through the fins. No cover and the air can come from all directions slowing the flow UP through the fins. The cover is made to direct and enhance airflow to extract all the heat it can from the fins. Go on the manufactures website and see the output differnce.
I have to ask, why would you leave the element just open? Are you not concerned about people cutting themselves on the fins, beings scolded or burned, or the fins getting damaged?
