Uncovered Fin Tube..........

approximately 6 feet long that has one pipe steam going to it that is just mounted to a baseboard with no cover on it. The pipe gets good and hot but as soon as the heat is off it goes cold pretty quick, does't seem to retain any heat like a radiator does. Would putting a metal cover over it help it maintain some radiant heat once the system shuts off or are they just for decorative purposes?
