thermostatic valve for hot water system

in THE MAIN WALL
I own a 6 apt bldg with 3 floors and a large central hallway heated with 3 radiators on the first floor. Is it cost effective to put thermostatic valves in the hall to reduce the temp in the hall? There is only one thermostat for the entire house in an apt on the first floor.
