you mean a safety high limit, 5 PSI is the highest I would go. Steam boilers are rated for 15 PSI but that is an absurdly high amount of pressure, rather it is a safety standard.
As for <i>operating</i> high and low limits (cut-out and cut-in, respectively), those should be less than two pounds in any case and ideally less than one pound.
Many steam systems work wonderfully well on <i>ounces</i> of pressure. But in order to do that, a vaporstat should be used along with a second low-range gauge for calibration.

Boiler efficiency
I was just starting my boiler up for the winter here in WI, and I was sitting there waiting for it to run through its cycle to make sure the high pressure limit control would shut the system down when it was supposed to and got to thinking, that instead of setting the high limit to 5lbs and the low limit at 4lbs, would the system be more efficient and 4lbs high limit and 3lbs low limit? Does anyone have any guess as to whether this would be more efficient or not?
