can 24 volts be safely run through no 14 or 16 stranded or solid wire and will it run a new 24 volt thermostat correctly

Yes it can but
you only need 18 gauge. Those you mention are lower resistance and will easily handle 24 volts just a little cumbersome to work with when attaching to the thermostat.0
