Electric Boiler

I am a hydronic heating contractor doing my first eletric boiler feeding in-floor heat for a garage. Customer wants 2-zones. I want to do 1 circ. pump w/2 zone valves, all same temp. I plan on using a taco zr relay panel as well. Do I need to put in a by-pass in boiler loop for it to achieve proper flow across the boiler. Boiler is a 8kw Thermolec. Also should I let the boiler control the circ. pump, or the Taco panel? The boiler manual does not mention any of this. Any advice would be great help! Thanks,
