Heat exchanger on flu

The attached link (from austria), page 5, depicts a heat exchanger on the flu used to heat the return to the boiler. Is the heat exchanger a product that can be purchased? Could it work as a retrofit on a 3 pass CI boiler? Would it be worth the expense?
