Heat effect

I thought I saw "heat effect" for baseboard and radiant panel ratings discussed somewhere. Could someone point my to s discussion of this?

    Nothing specific but

    the heat effect (normally about 15 percent).

    It is allowed as a credit for radiation only when provided along the perimeter of a space along the exterior wall (as opposed to on an interior wall even if of the same BTU rating).

    The concept is that the film of warm air/thermal flux along the exterior, specifically between you and the great outdoors, is a barrier to radiant loss from your body. In effect it "cheats" your body into thinking that it is warmer by raising the mean radiant temperature of your surroundings.

    I=B=R, now the Hydronics Institute, first conceived of that years ago.
