Condensate Boiler in Attic?

Hi. I live in the New England area and currently have my boiler in the attic (the house was designed for this). The house is 35 years old but since we have owned it we have had problems the attic:
Mold - caused by vapour/heat from furnace
Ice Dams - caused by heat
No venting (except attic fan for heat)

So I made changes:
-Installed a humidistat on the fan so it runs in the winter
-Installed soffit vents
-Installed roof heat cables

Solved most of the issues except that the fan now causes a backdraft down the flue when the fan and furnace is on
My winters are full if anxiety as if we ever had a furnace issue the furnace would/could freeze
The furnace supply line (cold water) runs across the attic (above 2nd floor ceiling/below insulation).

I want to sort these issues out once and for all. All I am doing is paying for workarounds.

Here's my question - I have two options:
1) Install a new boiler in the attic (condensate)
2) Move the boiler to the basement ($$$)

My concern with #1 is that the condensate must NOT freeze so is the installation of a new HE Boiler (Munchkin, Budereus) a good option or am I going to create other issues for myself? The Munchkin,for example, has a water trap which could freeze.

Do I have to bite the bullet and move this downstairs to the basement?
Has ANYONE installed a boiler in their attic before? Is it just plain crazy?
