says plumbers and gasfitters need to carry liability insurance. Unless a HO waives it.

What is this liability insurance covering, and what is a HO giving up by allowing work without it?

Apparently, it can happen in MA (of all places!). Here's what the permit form looks like. Note insurance box at bottom.

Wondering what liabilities this covers (installation, after the fact, etc.), and what a HO gives up by waiving the requirement.
